KEY POINTS

Quadrilateral Security dialogue

·         It is a closed group consisting of India, Australia, Japan & USA, initiated in 2007.

·         It perceives this forum as a coalition of maritime democracies.

·         Securing a rules-based global order, liberal trading system and freedom of navigation are believed to the guiding principles.

·         The dialogue was paralleled by joint military exercises.

·         The diplomatic and military arrangement was widely viewed as a response to increased Chinese economic and military power.

·         Japan intends to associate the European powers with Indo-Pacific quadrilateral dialogue.

Relevance

·         This, a signal from India that Chinese aggression and animosity serves to push India closer to a rival camp, thus incurring a cost for China.

·         China’s rapid naval advances in the Indian Ocean only highlight the importance of evolving a comprehensive strategic framework.

·         Both France and Britain have military presence and security arrangements in the Indian Ocean.

·         France has many military facilities in the Indo-Pacific and Britain also leads the Five Power Defence Arrangement (involving Singapore, Malaysia, Australia and New Zealand) set up in 1971.

·         France has a variety of coordination mechanisms in the Pacific with the United States, Japan, Australia and New Zealand.

·         It will deepen India’s ties with UK, France, US, Australia and Japan with attendant benefits in diplomatic leverage and burden sharing in defence.

·         Working with America and US allies in the Asia-Pacific will provide India significant leverage in shaping US policies in Afghanistan-Pakistan to the benefit of India.

Partnership with Europe

·         India already has a strong bilateral security engagement with most European Powers and maritime security has held high priority.

·         Recently, France and India decided to expand information sharing and explore operational cooperation between their navies.

·         Engagement with Europe will boost newer agreements for maritime intelligence sharing; augmenting naval infrastructure and logistical support for India.
