KEY POINTS

Functions

·         It serves as a forum for dialogue among States, with input from other stakeholders.

·         It may issue resolutions calling on States to take specific actions, or it may create mechanisms to investigate or monitor questions of concern.

·         The HRC may also create or renew the mandates of “special procedures”.

·         The special procedures may be individual experts or working group appointed to monitor human rights around priority themes or in specific countries with serious human rights problems.

·         The Council also manages the Universal Periodic Review, a process through which each UN Member State’s overall human rights record is reviewed.

Impacts

·         Reforms - HRC reform discussions are going on, with engagement by states and human rights organizations.

·         US's impatience to stay on course a multilateral process may delay the reform process.

·         Global - Withdrawal would make it more difficult to advance human rights priorities around the world.

·         It could encourage countries such as Cuba, Russia, Egypt and Pakistan to resist UN's authority citing it as interference in their sovereign issues.

·         It may trigger many countries towards withdrawal.
