For question 2, answer should be a because 3rd statement is wrong. Apart from P5 not only India,   Israel, North Korea has ICBM tech

Newspapers generally go with P5 Nations only, most probably because the ICBM technology claimed to be held by Israel and North Korea are largely unverified by the International Community. So we also went along with the newspapers.
