KEY POINTS

·         The human dimensions of the COVID-19 pandemic reach far beyond the critical health response.

·         From workplaces, to enterprises, to national and global economies, getting this right is predicated on social dialogue between government and those on the front line — the employers and workers, so that the 2020s don’t become a re-run of the 1930s.

·         This pandemic has mercilessly exposed the deep fault lines in our labour markets.

·         In a world where only one in five people are eligible for unemployment benefits, lay-offs spell catastrophe for millions of families.

·         Because paid sick leave is not available to many carers and delivery workers — those we all now rely on — they are often under pressure to continue working even if they are ill.

·         Truckers and seafarers, who deliver medical equipment and other essentials, must be adequately protected. Teleworking offers new opportunities for workers to keep working, and employers to continue their businesses through the crisis

·         Many countries have already introduced unprecedented stimulus packages to protect their societies and economies and keep cash flowing to workers and businesses.

·         To maximise the effectiveness of those measures, it is essential for governments to work with employers’ organisations and trade unions to come up with practical solutions, which keep people safe and to protect jobs.

·         These measures include income support, wage subsidies and temporary lay-off grants for those in more formal jobs, tax credits for the self-employed, and financial support for businesses.

·         But as well as strong domestic measures, decisive multilateral action must be a keystone of a global response to a global enemy.

Finance Minister launched PM Garib Kalyan Ann Yojana to provide an economic help package to the weakest sections of the society to fight against Covid 19 Pandemic and its effects.Government has also implemented various other packages but PMGKAY alone is reaching  around 80 crore population and that too the vulnerable sections in the society in terms of poverty and unemployment

Article 46 comes under Part IV (Directive Principles of State Policy ) of Indian constitution states that "The State shall promote with special care the educational and economic interests of the weaker sections of the people,and in particular of the Scheduled Castes and the Scheduled Tribes."Even though this provision cannot be challenged legally,implementation of this provision literally decides the effectiveness of the Government response through the Elections.

The above provision is equally valid during the conditions of the present situation like Corona Virus Pandemic,since unemployment is at peaks during this period which will lead to Vicious cycle of poverty where the weaker sections are hit hard due to lack of savings etc and in India this proportion under below poverty line is of considerable amount,Government should focus more on these sections.

There are many pandemics  in the past like Spanish Flu,SARS etc which led to collapse of many Governments due to the lack of effective response in terms of serving the needy from the Government.So providing essentials and considering the vulnerable sections during crisis is a dominant factor in deciding the effectiveness of Government's response.
