NITI Aayog has been created the goal of cooperative federalism. Discuss its feasibility and analyse its obstacles towards achieving it. (200 words)

NITI Aayog (National Institution for Transforming India) is a policy think tank which is aimed at working towards sustainable development goals through cooperative federalism between centre and states. Indian Federation is considered as 'Quasi-federal' as it consists of both federal and non-federal characteristics. Cooperative federalism was highlighted after 1990 when there was gradual emergence of multiparty system which resulted in frequent disputes between centre and state governments.

A strong centre is required for strong states and strong states are required for strong centre in concept of cooperative federalism.

Feasibility:

1. States inclusiveness is crucial in achieving various International agreements on climate change, SDG's etc.

2. Cooperative federalism is important in view of globalization for environmental, geographical and technological congruence. the experience at global level may be utilized at local levels.

3. Environmental Challenges like climate change do not require state frontiers. There is an urgent need to fight against such challenges with one state-one nation-one world approach.

Obstacles:

1. Terrorism due to insurgents militants are increasing these days. the states and centre has to collectively work in terms of Information and  security to address the issue.

2. Issues of poverty and unemployment to be addressed on priority, starting with they result in economic disturbances of particular state and then spread across the country. The vulnerability can result in voice of autonomy and separatism.

Conclusion:

centre, states and local governments lie at the heart of Indian nation. Unless the centre-state and Inter-state disputes are not resolved, the sovereignty and integrity of India cannot be maintained and justified. Hence, central Governments and State Governments should come together in task of preserving the nationhood through constructive cooperative federalism.
