KEY POINTS

·         The fundamental issues a national plan must address, such as the condition of the environment, the shape of the economy, and pace of human development, need consistent action over decades.

·         A fundamental principle of democratic governance is that the power to allocate public money must be supervised by elected representatives. Therefore, a planning body that allocates money must be backed by a constitutional charter, and also accountable to Parliament.

·         India’s national planning process must address the constitutional relationship between the Centre and the States. In India’s constitutional structure, elected governments in the States are accountable to the people.

·         They are expected to improve human development, create infrastructure, and make it easy to do business in the State. They must manage their financial resources efficiently and balance their budgets.

·         Constitutionally established Finance Commissions determine the sharing of Centrally raised resources with the States.

·         A national planning institution must guide all-round progress. It must assist in achieving not just faster GDP growth, but also more socially inclusive, and more environmentally sustainable growth.

·         An economy is a complex system, which sits within an even larger and more complex

·         These insights into systems structures, as well as considerations of democratic governance in which governance should be devolved to national governments, and, within them, to State governments, and even to the third tier of city and district governance, have implications for the role and competencies of a national planning institution for India.

Planning Comminsion failed in all-around-development of India’s Economy.

·      In India have planning commission as statutory body known as NITI Ayog. Which implement from January 2015. It is establish with goal of sustainable development. But in COVID-19 condition examine of its work results and its policy. And result is it failed in sustainable development.

·      Any planning commission institution in federal and democratic system face two basic challenges when it comes to performing a long term role- a constitutional challenge and the challenge of competence.  

·      A constitutional challenge-When NITI Aayog founded with goal of reformation scheme of day-to-day life style of people of India. But they have no compliance with this strategies. Because inefficiency of long term planning in India and performance of NITI ayog. Resone behind of these whene Government not give authority to planners  for allocate money for national priorities. which NITI Aayog does not have. They forget that the planning commission had such powers in bringing about all round progress.

·      And other point Govt glid over constitutional issues in Granting powers to institutions that allocate public money in democracies. A fundamental principal of democratic governance is that power to allocate public money must be supervise by elected representatives. Therefore planning commission that allocate money must perform by invoke of constitutional charter and also accountable to Parliament.

·      India’s national planning process must address the constitutional relationship between the center and the states. In India elected government in states are accountable to people. They must managed their financial resource for improve human development, create infrastructures and make it easy to do business in the state with goal efficiently and balance their budgets.

·      From some newspapers articles indicate that Planning commission questioned on its value which have self-sufficient resource. States said planning commission out of its ground realities and theme have little experience of how to get things done to produce outcomes.

·      A Compentce Challenges- In India’s planning commission(NITI Aayog) work in allocates money or advise other how to, it must have. But require to change of policy in other way like also more socially inclusive and more environmentally and sustainable growth.

·      They work related not only GDP growth but inclusive goal of Global Challenge like Health issues, Social issue, and other necessary subject.

Conclusion- In India planning commission require more development goal and reduce of political pressure which have quarrels between state and center. Planning commission work with vision of work for peoples not for govt., work for growth not for person , work for humanity not for religious. So planning institution must be a system reformer and make a policy view of long term plan. Not short term plan with our Indian electoral system.
